1. Introduction
1.1. For ecosystem purposes, we expect that one eligible LIVE creator adopts only one TikTok account to join one Creator Network on TikTok to fulfill the journey with the Creator Network on TikTok. Given that, we have this Multi-account Violations Policy (the "Policy") to govern multiple accounts violations which may be in circumvention of the principle.
1.2 This Policy is subject to and supplemented by the Creator Network Management Policy. Terms defined in the Creator Network Management Policy have the same meaning where used in this policy, unless otherwise defined. In the event of any conflict between the provisions of this Policy and Creator Network Management Policy and/or other TikTok Policies, the terms of this Policy take precedence.
2. What are Multi-account Violations?
2.1 According to the Platform policies, including Creator Network Management Policy and Rules for Management Relationships, Creator Networks should not invite any of the following ineligible LIVE creators via any TikTok account to join its network on TikTok.
a. The Creator is under 19 in Korea, or under 18 in other countries or regions;
b. The Creator has already joined one Creator Network on TikTok, or is in commercial cooperation with TikTok;
c. The Creator does not meet the requirements regarding the Diamonds collection level, followers level or other eligibility requirements published by TikTok from time to time;
d. The Creator left the last Creator Network but is still in the cooling down period which means that other Creator Networks can not invite the Creator into their network:
e. The Creator is physically located outside of the Creator Network's region;
f. Any account or the relevant livestream function of any TikTok account held or used by the Creator is banned;
g. Any Side Account held or used by the Creator is deleted after a Multi-Account Violation is established; or
h. Other criteria that may be updated or amended from time to time.
2.2 The Multi-account Violations are:
a. When a LIVE Creator who is found ineligible under the above Section 2.1 holds or uses one or more TikTok accounts, the Creator shall not use any TikTok account (the "Side Account") to join the network of any Creator Network on TikTok; and/or
b. When a LIVE creator is currently in the network of a Creator Network (the "Original Creator Network") on TikTok via a TikTok account (the "Main Account"), the Creator shall not use any other account (the "Side Account") to join the network of another Creator Network (the "Poaching Creator Network") or go LIVE stably on TikTok by means of opening or borrowing any other account (including individually managed accounts) or otherwise.
3. How to judge Multi-account Violations?
3.1 You acknowledge and agree that, for the purpose of this Policy, TikTok is entitled to determine the user of a TikTok account, as the individual with the most single appearance time/frequent in the recent LIVE and short video content of the account at its sole discretion.
3.2 Subject to the time order of joining the current Creator Network and LIVE playbacks, among associated TikTok accounts of the same LIVE creator identified under above Section 3.1, the account that joins the current Creator Network before is the Main Account, and the account after is the Side Account. A creator is deemed to have joined the Creator Network from the later of the date on which they have accepted the invitation from the Creator Network or the date specified in an accepted Creator Network Invitation.
Example:
A LIVE creator joins Creator Network A with Account A on January 1, 2023, and then uses Account B to join Creator Network B network. Then Account A is the Main Account and Account B is the Side Account. Creator Network B is a Poaching Creator Network.
4. Violation consequences
4.1 In case there is any Multi-account Violation, the involved Creator Networks and/or creators are entitled to initiate an appeal on TikTok after receiving the in-app notification. Creator Networks and their creators acknowledge and agree that, if no appeal is raised during the appeal period stated in the notification, it will be deemed and construed that such Multi-account Violations are recognized by relevant parties.
4.2 The Multi-account Violation will be deemed as established after the above appeal procedures. Upon then, TikTok is entitled to, at its sole discretion, exercise one or more of the following violation consequences in accordance with Platform policies and this Policy, based on the severity and impact on any aspect of TikTok (including without limitation to public relations, legal and finance), the LIVE creators, and third parties.
a. To remove the Side Account from Poaching Creator Network, and deduct any Creator Network Task Bonus generated from Fee Policy under Services Agreement with TikTok associated with the Side Account from Poaching Creator Network;
b. To migrate the Side Account to the Original Creator Network. In such cases, the Main Account and the Side Account will both be under Management Relationship with the Original Creator Network on TikTok subject to the Creator Network Invitation from Original Creator Network accepted via Main Account; or
c. To extra incentivize Original Creator Network with respect to Side Account's LIVE performance for a certain period at TikTok's sole discretion if the above (b) is not carried out. The latest extra incentive calculation may be displayed on LIVE Backstage from time to time.
d. Other measures may be updated by TikTok from time to time.
4.3 In addition to Section 4.2, different scales of Creator Networks distinguished by the number of Monthly Go-live Creators will be subject to the following additional violation consequences based on accumulated violations established in the corresponding month. The additional violation consequences may be adjusted by TikTok from time to time due to ecosystem changes upon reasonable notices, and Creator Networks should check the latest ones on LIVE Backstage from time to time.
For large Creator Networks whose Monthly Go-live Creators are more than 60 AND who have more than 2 Monthly Multi-account Violations, when 1) Monthly Multi-account Violation Rate ≥ 5%, OR 2) 3%< Monthly Multi-account Violation Rate<5%, and Monthly Violative Bonus Rate ≥5%, then the deduction amount will be 2 times the Creator Network Task Bonus associated with creators involved in Multi-account Violations.
For small Creator Networks whose Monthly Go-live Creators are no more than 60 (including 60), when its Monthly Multi-account Violation is no less than 5 (including 5), then the deduction amount will be 3 times the Creator Network Task Bonus associated with creators involved in Multi-account Violations.
The cap deduction amount under Section 4.3 will be 50% of Creator Network Task Bonus before deduction of Section 4.2.
(1) Monthly Go-Live Creators: the cumulative number of creators managed by the Creator Network who have gone livestreaming in the corresponding month (no matter whether the creator quits Creator Network in the month).
(2) Monthly Multi-account Violation Rate: the cumulative number of new creators joining the Creator Network with Side Accounts in the corresponding month/the total number of new creators joining the Creator Network in the corresponding month;
(3) Monthly Violative Bonus Rate: the Creator Network Task Bonus associated with creators involved in Multi-account Violations in the corresponding month/the total Creator Network Task Bonus in the corresponding month;
(4) Monthly Multi-account Violation: the number of Multi-account Violations in the Creator Network in the corresponding month.
4.4 To avoid ambiguity, if the creator involved in Multi-account Violation has left the Creator Network, it will not affect the violation consequences imposed on the Creator Network.
